Turn Old Shopping Malls into Homeless Shelters / Accommodations:

Internet killed the shopping mall. Rather than let them lay abandoned and rot.

The abandoned-ones are practically free
They are in high-density areas
They are SUPER huge
They are well built, public buildings
They have services (gas, hydro, water).
Earthquake resistant. Fire Sprinklers.
Repurpose Food court infrastructure.

Licensing Births:

My highly-controversial idea: Licensing Births / Breeding / Babies. Just like we do with cars.

Parental Training Course

Few people debate the basic principles of our current Driver-License System:

Do you know the rules of the road?
Do you have insurance?
Are you 16?
Have the cops given you tickets?
Have you driven drunk?
Have you crashed your last car?

So my Idea is very Similar:

No even slightly-decent parent should have a problem with any of these:

Have you taken a basic parental training course?
Did you beat / starve / rape / murder your last kid?
Did you remain sober during pregnancy / breastfeeding?
Did the government have to support / your kids?
Do you have a second person
Boyfriend / Girlfriend
Husband / Wife
Family Member
Friend
Anyone who agrees to help, or take over (if needed).
to look after the kids when you can't? Details
Any competent adult works.
As long as they know they agree, and pass the same rules.
Like sponsoring a foreign family member's citizenship.

The Ultimate Goal:

End Teen Pregnancy
Less Preventable Birth Defects
Less Foster Children / "Wards of the State"

What if babies happen by accident?

We'd have to demand mandatory birth control for unapproved people.

We'd have to incentivize people (who have drug addiction & 17 kids) into getting Vasectomy / Tubal-ligation.

Promise:

We can fix ALL the world problems with 2 things.

Properly Fund Education (like any of the top 3 countries).
License birthing (children) the same as cars.
Subsidized housing for anyone needing it.

If you can get past that, I promise

Smarter people
Very few orphans.
Near-Zero teen pregnancy.
No "crack-babies".
Reduced human population (Less Climate change) ideal human population is 1 Billion.
Richer people.
More Supportive Parents.
Way less wars (caused by fighting for resources)

Bonus Thought: Routine Genetic Screening

The cherry on the top of this plan COULD be genetic screening prior to giving a "License to Breed".
Only to rule out diseases with very high mortality or poor quality of life.
Such as: Down Syndrome, AIDs, Cystic Fibrosis, Leukemia, Etc.
Offer voluntary testing for other diseases. Like PKD, Alzheimer's, etc.

Parents want healthy kids. Society NEEDS healthy people.

I would love a law that allowed me/you/us to take over land what was in disrepair / abandoned.
I have looked into squatters rights, and there are too many conditions :(
I.e. abandoned cabin, falling apart, I file with the court, they get 6 months to repair it, otherwise I get it if I fix it up in 6 months.
I would own a LOT of mining towns :)

On Forestry:

No more old-growth cutting. Period.
15% of any land to be logged must NOT be cut. No matter what.
Give out near-free logging contracts to anyone wanting to replant a clear-cut area and wait 25 years to harvest.
Tighten up any new logging licenses until logging companies have to fight for land for option 3.

There is no reason to have a single unproductive acre of forest, from an environmental view, or an economic view.
