Key Points:
- Red, Blue, and Optional Purple Route
- Existing Train Route, which already has street crossings, overpasses, automatic gates, and a walking/biking trail next to it.
- Route is currently zoned as train right-of-way. Tracks will need some upgrading. Very little property-purchase cost.
- $273 Million Budget (Detailed Below)
Different Track Design Sections:
Justification:
- Most of the Growth is happening, and going to continue to happen in the Western Communities.
- CRD Population is 401,800
- Westerm Communities Population is projected to double from 58K to 112K by 2026
- A Single Overpass took 10 years to plan, and cost $85Million
- There is only one route to the Western Communities, and it sucks!
- Vancouver's Skytrain is 68.7kms, with 47 stations @ $3.6Billion. Or $57M/km.
This proposes:
7 stations at 12.2 km
9 stations, and 18 km
Or 11 stations and 21.4 km
Why will it be much cheaper than Vancouver's Skytrain:
- Building Cost (In 2012 Dollars): Expo Line(21.4km): $1.6B; Millennium Line(20.5km): $1.4B Canada Line(19.2km): $2.1B; Evergreen Line(11km): $1.4B Total(72.1km): 6.5B (Or $90M/km) (Future)UBC: $2.8B
- Operating Costs: 2008: $83 million
- In 2008: Advertising made $360M; $262M in Fuel Taxes; $298M Property Taxes
- Breakdown: $298M+$262M/2.4M MWRD Residents=$233
- 2017 Budget
- Contruction Costs
- Existing Rail Right-of Way, including many existing Overpasses+Tunnels
- Existing Rail is very flat
- Very-litle land acquisition. Which is substantial cost in Urban Train Systems.
- No Need for tunneling, or new bridges
- Fewer Stations. With only 3 / 9 having to be elevated
- It can run at-grade for a significant part (35%) of the route, due to very-few, very-low volume traffic crossings (marked in a Darker Red).
Specifically between Craigflower Rd, and Admirals Rd.(2.3km)-- Use existing elevated crossings at Craigflower Rd, and Tillicum Road
And Watkiss Way and Uptown Mall (6.1km)-- One elevated crossing Required at McKenzie
And Vetrans Memorial and Six Mile Rd. (6.1km)-- One elevated crossing Required
Pros:
- 500 hours/year less wasted time commuting
- Carbon Emmisions
- Safety
Cons:
- Capitol Costs.
- Cost: $60 per CRD resident for 12 years raises $288Million.
Alternative(s):
- We just keep building one overpass per decade and burning more and more expensive gas.
- We sell off parts of the right-of-way
- We end up spending Billions instead of $250 Million

- Please make sure to protect the legal-status of the Galloping Goose+Esquimalt E&N Routes as train Routes.
- Langford remains affordable while gas remains $1/litre. If it hits $3/litre...

I based it on the costs I googled for the skytrain upgrades, and came up with the route so we don't have to repossess, or even re-classify any land.
