Buy a ferry, as a party boat / person yacht

The goal:
- The ship used to carry thousands of people/day for years, in complete safety, and comfort.
- Now it just has to float.
- Make it a party boat / AirB+B / person yacht
Plan (Budget $190k):
- Buy Ship $159k
- Retrofit it to be a super-secure barge.
- Sacrifice durability for speed+fuel efficiency.
- Buy a tiny speed boat to get to + from it
- Install ~100 Solar Panels all over the exterior, for heat, water desalination, electricity
- Capture all rainwater for showers, toilets, etc.
- Construct various rooms
- McBarge: 187-feet-long; $12M Original Cost; $4.5M Retrofit 2015;
Questions:
- Where is the nearest international waters I could get to?
- Where is the closest place can I legally anchor it?
- How do I make sure it is unable to sink. It doesn't matter about anything else.
- How many kilowatts would we need to propel the ship @ super-slow 2 knots?
