Criteria for Choosing a Responsible Rescue Agency:

  1. Non profit.
  2. All veterinary care is completed prior to adopting (shots, health, etc).
  3. All adoptable animals Neutered/spayed.
  4. No same-day adoptions.
  5. Follow up in-home visits (After a week, Month, and 3 months).
  6. Animals behavior is tested in natural settings with other dog / cats/ kids.
  7. Quarantine/Holding Period if brought from afar. To watch for diseases+health of XXXXX days?
  8. Individual kennels??
  9. Large recreation yard.
  10. Their Facilities Inspected by YYYYY?
  11. Trained/certified staff in ZZZZZ?
  12. Large budget???
  13. Full disclosure of any health/behavior issues / history.
  14. Home inspections of potential adoptees.
  15. Low adoption rates just to cover costs ($50 to $400).
  16. Criminal Background checks on adopters?
  17. Detailed adoption applications. Asking questions such as:
    • Secondary Home if you can't look after the dog / divorce / illness.
    • How much money you think it will cost for Food / Vets / Medication / etc.
    • A vet already lined up before application is made.

A DMV for Dogs

Many Landlords want to rent to dog owners, but the bad dogs ruin it for the good (as is life).
The Canine Good Neighbour Program certifies dog behavior based on 12 criteria.
The $35 Test can be done locally, with Passing Dogs getting an official certificate.
Our Victoria Trainer is the "Greater Victoria Dog Obedience Training Club" Elizabeth Taylor
Our Vancouver Trainer is "Puppy - Perfect Start" Ann W Jackson
We should promote awareness of this program to Dog owners first. Encouraging them to get their dogs certified.
Once we have 100 or so certified dogs, ask local businesses, apartments, buses, taxis, movie theatres if they would permit certified dogs.
Ask them to hang a "Certified Canadian Kennel Club 'Good Neighbour Dogs' Welcome" sticker in their window.
Next, approach City Hall / Local Government to further promote + legislate.

Pet Citizen's Arrest

I would say you don't need to cross the line(s) of "suspicion of neglect".
If laws are clearly defined, a peace officer (or even a citizen) can identify(and document) *significant* neglect based on *specific*, legal criteria*, and remove the animal from harm.
Examples I would suggest:
-Unattended animal in *sealed* vehicle at a outside temp of 95% for more than 30 mines
-Malnourished animal with exposed legions
-Chain or restraint restricting movement
-Kennel / Enclosure without 2 cubic meters free of Feces
Much like citizen arrest laws.
The point is that the current laws are not clearly-defined.
For every 100 happy dogs tied outside a Walmart, there is one on the edge of death, forgotten in some assholes' backyard.
When creating any law, Severity Matters. The goal would be something like this:

You always forget to train your dog to do certain things, so here is my list

I realized it is short-sighted to assign a single person my dog.
Living situations change, and Someone who is a great caregiver at the beginning, may not be.
If they were simply given the dog,they can do whatever they wanted.
So I appointed 9 friends to a trust.
They control the finances, health, and custody of him.
They can assign who he goes to.
That dog will be very well cared for.
